A detailed technical introduction to the SPring-8 Angstrom Compact free-electron Laser (SACLA) appeared online in Nature Photonics. The attention on the world's second XFEL facility comes in response to its record-breaking size and performance: SACLA boasts the shortest wavelength in the world (0.63 Angstroms), an extremely broad wavelength range (0.63 - 3 Angstroms) and a very high peak output of 10 GW. SACLA achieves this performance despite having an overall length of only 700 meters, a fraction of the 2 - 4 km taken up by XFEL facilities in the United States and Europe.

The unique design and original Japanese technologies have enabled SACLA's extremely compact size and its remarkable performance. SACLA is certain to set the standard for XFEL design at new facilities under contemplation across the world.

In March, SACLA was made for use by researchers from within and outside of Japan. The SACLA team continues to work to improve the facility's performance, aiming in the medium-term future to realize the formation of a single-mode laser, and in the longer-term future to develop even more compact XFEL.

(AP) ? Kazuo Hirai, the former head of Sony's game division, won shareholder approval Wednesday to steer a turnaround at the struggling Japanese electronics giant as its new president and chief executive.

But frustrated investors at the company's annual meeting in Tokyo grilled him and other board members, demanding to know how the company's past glory was going to be revived.

One shareholder got up without being picked to speak, and began shouting. Another shareholder asked why Howard Stringer, whom Hirai replaced, was staying on as chairman when Sony's performance had been so dismal under his seven-year tenure. Reporters were able to watch the proceedings on a monitor.

Tokyo-based Sony, once an icon of Japan Inc. with its portable Walkman music player, reported its worst loss in its 66-year corporate history for the business year ended March. Its profitability was battered by the tsunami disaster in 2011, flooding in Thailand, the global economic slowdown and a soaring yen.

The plunging prices of gadgets have also hurt Sony. Its annual loss last fiscal year of 457 billion yen ($5.7 billion) was its fourth straight year of red ink.

More critically, it has stumbled in the face of powerful rivals such as Samsung Electronics Co. of South Korea, which dominates the global TV business, and Apple Inc. with its iPhone and iPad offerings. Apple's devices have been bigger hits than Sony products even in the Japanese market. Sony has lost money for eight straight years in its mainstay TV business.

"We take the problem Sony's electronics business is facing very seriously, and we feel a sense of crisis," Hirai told shareholders.

Hirai's appointment as president and chief executive, replacing Welsh-born Stringer, the first foreigner to head Sony, was announced in April, and up for vote at the meeting. Despite some critical questions, the proposal passed at the end of the 90-minute meeting.

Sony is forecasting a return to profit for the business year through March 2013. Its troubles were worsened by factory and supplier damage in northeastern Japan, which was ravaged by the earthquake and tsunami last year. Sony also suffered production disruptions from the flooding in Thailand.

Hirai has already said the company will cut 10,000 jobs, or about 6 percent of its global workforce, and turn a profit in TVs in the next two years. The job cuts come on top of a couple of rounds of layoffs under Stringer.

Sony shares have lost about half their value over the past year to trade recently at about 1,000 yen ($12).

States divergent in plans for health care ruling

CHICAGO (AP) ? As the nation awaits the Supreme Court ruling on President Barak Obama's health care overhaul, states across the country are considering how they will respond to the historic decision. Some Democratic-led states vow to push ahead with various provisions no matter what happens. In some Republican territories, elected officials insist they will try to hold off on implementing the law, even if the court upholds it. And most states are bound to miss key deadlines if the law or even pieces of it survive.

PUSHING AHEAD:

One contingent of states plans to stay the course regardless of the high court ruling.

Oregon's Legislature voted in 2009, a year before Obama's overhaul was approved, to create an online state health insurance exchange. If the court strikes down only the federal requirement that almost everyone obtain health insurance, the state's exchange director Rocky King says he still can build a profitable exchange to launch in 2014.

"We assume we can go forward," King said. "It may make a difference in terms of the number of people we can enroll, but we think the exchange has value with or without the mandate."

If the court strikes down the entire health care law, however, the exchange would lose more than $60 million in federal grants and thousands of potential customers. In that scenario, state officials would have to wait for cues from the Obama administration and for Congress to decide a path forward, King said.

California has been a model for the federal health care overhaul since the law's passage and has begun implementing parts of it already, including the beginnings of health care exchanges. The state also has banned insurers from refusing coverage for children with pre-existing illnesses and allowed young adults to stay on their parents' plans through age 26.

California passed its own state legislation to ensure those measures are preserved even if the federal law is thrown out. But that doesn't mean the state is unaffected by Thursday's ruling. As one of the law's biggest financial beneficiaries, it stands to gain as much as $15 billion annually in federal money for health programs.

Hawaii also has been moving full speed ahead and joined several states last year in filing a friend-of-the-court brief in support of the new law.

"Our goal is universal health coverage here," said Beth Giesting, who was hired as a coordinator to implement the overhaul's changes in Hawaii.

In Massachusetts, which laid the groundwork for the federal health care law with a sweeping 2006 state program, officials say they will continue efforts to expand coverage to nearly all residents no matter what. But like California, the state could lose hundreds of millions in assistance if the federal law is knocked down.

"Even in a worst-case scenario of the health care law being struck down entirely, Massachusetts is going to forge ahead," said Glen Shor, executive director of the Commonwealth Health Insurance Connector Authority.

DIGGING IN:

On the other side are Republican leaders who vow that no matter how the Supreme Court rules, they will not act on the overhaul before November, when they hope the GOP can win back the White House and the Senate and repeal the law.

Republican Wisconsin Gov. Scott Walker said this week that only in the event of a GOP defeat would Wisconsin "figure out some alternative within the state."

Robert Kraig, executive director of Citizen Action of Wisconsin, a health care advocacy group that supports the law and expanding health insurance coverage, said the governor is "on the far end of the spectrum in terms of trying to block the law and doing nothing to prepare for it."

But Walker is not alone.

Lawmakers in Idaho, where about 19 percent of residents are uninsured, were the first in the nation to pass a law in 2010 requiring the state to sue the federal government over the overhaul. Last year, they toyed with the idea of nullifying the health care law and have taken no steps toward implementation since. Now they're banking on the Supreme Court turning down the measure or a future repeal.

South Dakota Gov. Dennis Daugaard, Florida Gov. Rick Scott and South Carolina Gov. Nikki Haley have said they too will wait until November to before acting on any surviving parts of the law.

MOVING MONEY:

Millions of people already have received new benefits under the law. But those could disappear of it is struck down, and many states are trying to figure out what to do if that happens.

Minnesota Gov. Mark Dayton, a big supporter of the federal overhaul, extended Medicaid coverage last year to 84,000 vulnerable adults. But Dayton has said little publicly about the implications of the Supreme Court's ruling for Minnesota. That leaves many unanswered questions about the fate of the people Dayton switched to the joint federal-state Medicaid program from less generous state-funded programs.

Last week, U.S. Health and Human Services director Kathleen Sebelius visited Detroit to announce grants for six Michigan health centers to help expand access to care under the law. Officials there aren't sure what they'll do if that money disappears.

Funding for North Dakota's 15 community health centers may be jeopardized, and three other planned centers might not be built if the federal law is overturned.

Most states have taken few ? if any ? steps toward creating the insurance exchanges that are a cornerstone of the health law. The online marketplaces would allow people and small businesses to comparison-shop for health insurance.

So if the court upholds the mandate to establish exchanges, many states will have to scramble to get their plans approved by January and the programs running a year later. As of March, only 13 states and Washington, D.C., had adopted plans for exchanges.

In Obama's home state of Illinois, Democratic Gov. Pat Quinn considered an executive order to establish an exchange, but state Rep. Frank Mautino said it's too late. The first year of the project will have to be a joint state-federal exchange, he said.

In Michigan, House Republicans have refused to let state officials start setting up the MI Health Marketplace before the Supreme Court ruling. Gov. Rick Snyder is one the few Republican leaders who has acknowledged considering a state-federal partnership to get an exchange in place.

"I'm just trying to be a pragmatist here," Snyder said Tuesday.

In Indiana, Republican Gov. Mitch Daniels ordered state agencies to investigate the cost and feasibility of an online health insurance marketplace in January 2011, but Daniels told the agencies to keep their work in the planning stages until the court ruled.

MINNEAPOLIS ? Minnesota minor league pitcher Paul Bargas passed away Tuesday night after battling a rare form of brain cancer. He was 23.

?He was an unbelievable person,? Twins assistant general manager Rob Antony said. ?There was never a ?why me?? in him. There was never any of that stuff. He was very religious and just put it in God?s hands.?

The Twins acquired Bargas, a left-handed pitcher, from the Colorado Rockies in December 2010 in a trade for catcher Jose Morales. Bargas never pitched after joining Minnesota?s minor league system, however, after it was discovered that he had brain cancer.

Antony said Bargas first became ill during the honeymoon with his wife, Victoria. Not long after, he reported to the Twins? spring training facility in Fort Myers, Fla. But a few days into spring training, Bargas again didn?t feel well. He was hospitalized and eventually diagnosed with brain cancer, then spent most of his time receiving treatment at the UCLA Medical Center in Los Angeles.

During a trip to Anaheim last season, several Twins players and manager Ron Gardenhire visited Bargas, signing autographs and talking baseball with him.

?He was in awe of that, that everybody took so much time out and took time to come over and say hello when they really didn?t know him,? Antony said. ?They just knew he was part of our organization, what had happened to him and what was going on with him. He was very, very appreciative.?

In two seasons in Colorado?s minor league system, Bargas was a combined 8-5 with a 3.12 ERA in 77 games, ascending as high as Class-A Asheville in 2010.

Despite the fact Bargas never pitched for the Twins, Antony said Bargas was appreciative of the support the team gave him during his battle with cancer.

?The thing that he talked about the most was he said, ?I?m amazed you guys traded for me and I never played a game for you guys and you treat me like family,? ? Antony said. ?I said, ?You are. You?re one of us the minute we draft you or trade for you.? ?

?You realize how you take all this for granted. He?s going through all that and he?s not complaining a bit or anything. It?s not fair when bad things happen to good people, and he was definitely a good person.?

What I located was that no one trusted me and that somewhat astounded me. Individuals thought I took a listing, sat back, watched TV, drank beer, and waited for someone to sell their property. I?m not making this up ? they definitely thought this. They complained about the fact I wasn?t doing anything for them.

Wow! Whenever they assume I wasn?t performing for them, they really should acquire a prolonged look at corporate America!

Properly, if it isn?t obvious, how are Realtors rated so low? We are we with the bottom of the checklist of all professions? How is this attainable? With all due respect to employed car salesman (and I mean that ? So, what I want you to know is that the polls aren?t justified. Yes, they reflect that Realtors are one from the minimum respectable professions in America, but the justification for this is MIA. I know, I worked in corporate America ideal next to hundreds of CPAs, engineers, systems analysts, programmers, and I lunched with CEO?s, COO?s, and multi-millionaire entreprenuers. I?ve seen it all, I?ve worked with them all, and truthfully, the best bunch (by far) I?ve at any time been associated with is the 130 agents in the Ebby Halliday Office in Arlington, Texas.

New paints prevent fouling of ships' hulls

ScienceDaily (June 25, 2012) ? The colonisation of hulls by algae, barnacles, mussels and other organisms is a major problem for both pleasure boats and merchant tonnage. In a joint project, researchers at the University of Gothenburg and Chalmers University of Technology, Sweden, have developed new environmentally-friendly and effective bottom paints to prevent this.

Fouling is a major problem, leading to higher fuel consumption and so increased air pollution. It can also cause the spread of alien species that do not belong in the local marine environment.

Effective biocides found

Researchers at the University of Gothenburg and Chalmers University of Technology have spent nine years developing new environmentally-friendly and effective antifouling paints through a joint research programme called Marine Paint.

The focus has been on a substance called medetomidine, which has proved highly effective against barnacles, considered to be the most problematic fouling organism.

To tackle other types of fouling as well (such as algae, mussels, sea squirts and moss animals), the researchers have developed a concept for producing optimised combinations of different antifouling agents, or biocides.

The idea behind these optimised blends is to combine many different biocides that are effective against different fouling organisms, and adjust the balance between them to eliminate all types of fouling.

To produce the recipes for these optimised blends, the researchers have also developed a model system where they weigh the effect of different biocides on different fouling organisms against their expected environmental risk. The blends are all equally effective but offer different levels of expected environmental risk.

Hi-tech paints

These optimised blends have been combined with hi-tech paint systems based on microcapsules -- microscopic capsules made out of a polymer material which slowly release the biocides from the paint into the water.

Field trials of painted test panels at the Sven Lov?n Centre for Marine Sciences in Kristineberg have shown that the concept of optimised antifouling blends in bottom paints works very well.

Marine Paint's research results for medetomidine have been passed to the commercial partner I-Tech AB to ensure that they are put into practice, and the product is now being marketed under the name Selektope.

Marine Paint has been hosting a conference in Gothenburg on 14-15 May 2012 and presentED its results and placeD them in a wider context, with speakers and participants representing universities, colleges, industry, authorities, shipping companies, leisure boat owners and other interested parties, primarily from Sweden and Europe.

The Marine Paint research programme was funded by the Mistra Foundation for Strategic Environmental Research from 2003 to 2011.

GDANSK, Poland (AP) -Who is the mole in the German ranks?

Germany coach Joachim Loew is trying to plug a leak that has allowed news of his lineup plans to be all over the country's media hours before matches at the European Championship.

The most recent case was ahead of Friday's quarterfinal against Greece, when Loew made three major changes to his attack. Germany still won comfortably 4-2, but Loew was not happy with the leak.

The players say it was none of them. Loew suspects their agents.

Army: Troops to be ready for Africa missions

More than 3,000 soldiers will begin supporting missions in Africa next year as part of a new reorganization plan that deploys troops quickly to regional hot spots, Army officials say.

Called the ?regional alignment concept,? the plan makes Army brigade combat teams available to a regional commander for up to a year. It will be tested in March with the 2nd Heavy Brigade Combat Team 1st Infantry Division.

?This does not mean that [the?brigade] is going to deploy en masse to Africa. Not at all,? said British army Col. Andrew Dennis, who is working with the U.S. Army as division chief of the Army Security Cooperation Policy?and Concepts Division for the U.S. Army Training and Doctrine Command.

?What it does mean is that [the brigade] is going to be the sourcing solution of preference to provide troops or [U.S. Africa Command] to carry out their security cooperation requirements,? he said Thursday at a Pentagon briefing.

Many of the troops will continue to be based in the U.S. but will deploy as needed for specific missions.

Army Chief of Staff Gen. Raymond Odierno said the reorganization will enable the Army to shift its focus to other regions of the world as the war winds down in Afghanistan.

?It?s important to me that we continue to apply the lessons of more than 10 years of continuous combat,? Gen. Odierno said. ?We will be leaner. We?ll be a more agile Army that is an adaptive, innovative, versatile and ready component of the joint force.

?Our charter will remain to be the best-manned, best-equipped, best-trained and best-led land force in the world, to be decisive for a broad range of missions.?

Paraguay president Fernando Lugo ousted from office

Paraguay's Senate removed President Fernando Lugo from office in a rapid impeachment trial on Friday, and the leftist former priest said he was stepping aside even though he considered his ouster a blow to democracy.

Vice-President Federico Franco was promptly sworn in as president while Lugo's supporters massed in the streets, at times battling riot police. The outgoing president, who was elected on a pledge of helping the poor, averted the potential for a bigger conflict by appearing on television and saying he would comply with the Senate's vote.

"I say goodbye as president," a composed Lugo said shortly after the Senate vote. He said Paraguay's democracy "has been deeply wounded."

Franco, who had split ways with Lugo in recent years, triumphantly donned the presidential sash and declared: "At this time, God and destiny wanted me to assume the presidency."

The Senate tried Lugo on five charges of malfeasance in office, including an alleged role in a deadly confrontation between police and landless farmers that left 17 dead.

After the five-hour trial, 39 senators dismissed Lugo, while four senators voted against and two were absent.

'Bishop of the poor'

It was a dramatic demise for the once-popular leader who stepped down as the Catholic "bishop of the poor" to run for the presidency amid a leftward swing in South America.

Lugo's removal after nearly four years in office highlighted his inability to find a balance with one-time allies who increasingly disapproved of his leftist policies and strident, uncompromising style. The trial came a day after Paraguay's lower house of Congress voted to impeach Lugo.

Crowds of pro-Lugo protesters took to the streets condemning the impeachment trial and expressing support for the president. Police in anti-riot gear drove them back on horseback and using water cannons.

Yet after Franco's swearing in, the crowd of protesters waned.

Venezuelan Foreign Minister Nicolas Maduro, who travelled to Paraguay ahead of the vote as part of a delegation from the UNASUR regional bloc, denounced it as a "new type of coup."

"A truly shameful act has been committed," Maduro told reporters.

Franco, of the Authentic Radical Liberal Party, is now to serve out the rest of Lugo's term, which ends in August 2013. The 49-year-old Franco has political experience as a former state governor and at first had been part of a political alliance that supported Lugo.

Absent from trial

Lugo decided not to attend the trial, instead watching on television from the presidential palace while his lawyers spoke on his behalf.

The Senate rejected a request by his lawyers for a period of 18 days to prepare their arguments. The Senate's president, Jorge Oviedo, said there were no grounds for such a request.

As flag-waving protesters took to the streets, many schools shut down in Asuncion, and downtown shops closed their doors as a precaution. Some said Lugo's quick acceptance appeared to have averted a more severe and potentially bloody crisis.

"He seems to have handled it very well, considering he had no real opportunity to mount a defence. So far his actions have probably prevented violence," said Stephen Johnson, director of the Americas Program at the Center for Strategic and International Studies in Washington. "When all the dust settles, Paraguay will need to amend its impeachment procedures to assure a more transparent orderly process. Presidential removal is an area where many Latin American constitutions are weak."

The impoverished, landlocked nation has a long history of political instability. Lugo was elected four years ago on promises of agrarian reform to help the landless, but his more moderate government allies have increasingly turned against him in recent years.

Lugo's impeachment trial was triggered in part by an attempt by police to evict about 150 farmers from a remote, 2,000-hectare forest reserve, which is part of a huge estate owned by a Colorado Party politician. Advocates for the farmers say the landowner used political influence to get the land from the state decades ago, and say it should have been put to use for land reform.

Six police officers, including the brother of Lugo's chief of security, and 11 farmers died in the clash last week. Lugo's political opponents blamed the president.

Lugo has expressed sorrow at the confrontation and accepted the resignations of his interior minister and his chief of police.

The president also was tried on four other accusations. They include that he improperly allowed for leftist parties to hold a political meeting in an army base in 2009; that he allowed about 3,000 squatters to illegally invade a large Brazilian-owned soybean farm; that his government failed to capture members of a guerrilla group, the Paraguayan People's Army, which carries out extortion kidnappings and occasional attacks on police; and that he signed an international protocol without properly submitting it to Congress for approval.

Lugo's relationship with Franco and the moderate Authentic Radical Liberal Party quickly deteriorated after he was elected in 2008 with their support. His partners were upset after he gave a majority of Cabinet ministry posts to leftist allies, and handed a minority to the moderates.

Conflicts also developed as leftist groups of landless farmers began to invade large soybean and cattle farms, trying to force the government to expropriate them. Lugo's government didn't have enough funds to pay compensation to farm owners, and the land seizures upset politicians who previously supported the president.

The political split had become sharply clear as Lugo publicly acknowledged recently that he would support leftist candidates in future elections.
